PROGRAM USAID ERAT 

 

Program

USAID ERAT supports the Government of Indonesia to improve the monitoring and evaluation system at the national and provincial levels through improving the performance-based incentive systems, both fiscal and non-fiscal. Better monitoring and evaluation system will enable the improvement of data and information analyses for policymaking and program to support the government on public service delivery provision.

USAID ERAT also supports learning between local governments and highlights the collaborative governance between various levels of governments, cross-sectors, and cross-stakeholders including the private sector and civil society organizations. To enable participation from various actors, USAID ERAT supports the improvement of access to information and various channels of public participation, including the report handling mechanism.

Private sector engagement in public services for mutual benefit is the main approach of USAID ERAT. The activity supports the improvement of budget realization and allocation and spending quality. Gender equality and social inclusion are mainstreamed in policies, programs, local budget, and all program implementations.

 

ACTIVITIES

USAID ERAT works at the national, provincial and district/ city levels. Scope of USAID ERAT activities are:

NATIONAL LEVEL ACTIVITIES
Strengthening local governments monitoring and evaluation system
Enhancing collaboration in policy making and synchronization
Facilitating exchange and learning of local innovations
Supporting inclusive, multisectors, and multistakeholders planning and budgeting
Improving policies on national transfer to improve governance and public service delivery
PROVINCIAL LEVEL ACTIVITIES
Strengthening the provincial government capacity to assist and monitor the cities/ districts government
Strengthening the provincial government on data analyses and knowledge production
Supporting the provincial government to facilitate exchange and replication of local innovations
Enhancing access to information and public participation at the provincial level
Strengthening the private sector engagement in public service delivery
Improving the quality of spending for public service delivery provision
DISTRICT/ CITY LEVEL ACTIVITIES
Supporting district/city governments to formulate and synchronize local regulations
Strengthening district/city governments for collaborations on public service delivery
Improving access to information and public participation
Strengthening district/city government to implement smart city and digital transformation
Strengthening the problems-based, multisectors, and multistakeholders planning and budgeting
Improving city/district government spending quality for public service delivery provision
