The Asia Foundation is the prime contractor of the USAID ERAT program, and the International County/City Managers Association (ICMA) is its major subcontrary. USAID ERAT works together with the central government partners namely Cooperation Facilitation of the Ministry of Home Affairs as the Executing Agency (EA). Moreover, USAID ERAT also supports various ministries as the Implementing Agencies (IA) namely: the Ministry of Home Affairs, Ministry of Finance, National Development Planning Agency (BAPPENAS), and Ministry of State Apparatus Empowerment and Bureaucratic Reform (KEMENPAN-RB). USAID ERAT works through its provincial team with the provincial governments in six provinces and thirty districts.

USAID ERAT also works with civil society organizations and research institutions both at the national and local levels to address various multisectoral issues such as extreme poverty, stunting, and child marriage.

USAID ERAT also engages with the private sector. It supports activities that enable social entrepreneurs to work with the government and other important stakeholders to improve public service delivery. USAID ERAT is also open to collaboration with private companies that work on issues such as vocational training and education, water and sanitation, waste management, smart cities, and digital transformation, but not limited to these.
